Rochester's version of Rondo?

A note from a reader regarding eminent domain and DMC. This happens to be fodder for Saturday's Answer Man column:

Dear Answer Man,

The DMC Bill currently in review at the Capitol states (13.7, Subd. 4) "As part of the development plan, the authority may create and define the boundaries of medical center development districts and subdistricts at any place or places within the city." (Subd.5) "It is state policy in the public interest to have the authority exercise the power of eminent domain....." Is this going to be Rochester's version of St. Paul's 1950's  Rondo/Western Redevelopment where about 500 families were displaced? How can Rochester property owners get their buildings on that list the Historic Preservation Committee is making of buildings and houses and neighborhoods that should be protected?
