Rochester isn't squashing Winona retail, according to a story in the Winona Daily News:
The city of Winona lost one out of five businesses in the decade leading up to 2003, but is holding its own against Rochester and La Crosse as a regional shopping area, according to a new study.
But Winona County residents outside the city limits are coming this way:
Winona County didn't fare as well as the city, losing considerably more business from its edges to Rochester and La Crosse. "There is a lot of leakage," Schwartau said. "In 2003, there is basically about 22 percent."
